Question to the Prime Minister

WHY IS it an achievement that a record number of people are on tax credits?

Again, I don't mean to float another conspiracy theory, but surely this 10p sage is about making more people reliant on the state? Middle classes will feel enriched and the poor will be 'compensated' by the government.
